Information Technology Consultant Services

Little Rock Water Reclamation Authority requires information technology consultant services to provide procurement support and oversee the implementation of a human resources information system. The contractor must develop an implementation plan, coordinate data validation activities with the HRIS vendor, monitor cutover tasks, and report implementation status while potentially expanding technology through SaaS access and AI incorporation. The contract term is two years, and work will be performed offsite. Only onshore USA organizations are eligible to submit responses for this Request for Qualifications. Prospective contractors can submit proposals digitally via email or online by December 3, 2026, at 2:30 PM CT. Written questions requesting solicitation clarifications must be submitted by email to [email protected] by October 27, 2026, at 4:00 PM CT. Submissions must include an authorized response signature page and required certifications regarding boycotts, non-discrimination, and conflict of interest disclosures. LRWRA will evaluate vendor and subcontractor past performance to determine responsibility, and non-responsible entities will be disqualified.
