Cloud-Based Cash, Debt and Investment Management and Cash Forecast Software System

The City of Detroit Office of Contracting and Procurement is soliciting proposals for RFP 545998 to acquire a cloud-based cash, debt, and investment management and cash forecast software system. The selected vendor must implement the software, convert historical data, provide staff training, configure ongoing technical support, archive debt issuance data, support investment management, and enable cash forecasting for at least five years into the future. Bidding is open to US-based organizations. Proposals must be submitted electronically through EUNA Bonfire by November 30, 2026, at 3:00 PM EST, and late or emailed submissions will be rejected. A pre-proposal conference is scheduled via Microsoft Teams for November 18, 2026, at 2:00 PM EST, and all questions must be submitted through the portal by November 20, 2026, by 3:00 PM EST. Applicants must submit Attachments A through F, including a respondent questionnaire, solution approach, pricing, required affidavits, and the functional and technical requirements questionnaire. Technical proposals will be evaluated prior to cost proposals based on experience, qualifications, and pricing.
