City of Oviedo Continuing Professional Engineering Services Request for Qualifications

The City of Oviedo, Florida, seeks continuing professional engineering and consulting services to support its local operations. The requested scope includes site/civil, utility, surveying, geotechnical, transportation, and stormwater engineering. Selected vendors will prepare construction plans, cost estimates, studies, reports, permit applications, and bid documents. Responsibilities also cover construction administration, inspection, specialized consulting, grant application and administration support, and preparing materials for public meetings. Work must be performed onsite within the USA. Only onshore USA-based entities are eligible to bid on this three-year contract. Vendors must submit all questions by November 5, 2026, and submit final proposals electronically by 2:00 p.m. on November 19, 2026. The Evaluation Committee will score compliant proposals up to a maximum of 100 points, evaluating required documents, experience, and qualifications. An oral presentation may be requested from selected proposers before the committee presents its recommendation to the City Council for final award.
