Literacy and Dyslexia Endorsement Professional Learning Providers Service for Rhode Island Educators

The Rhode Island Department of Education (RIDE) and the Division of Purchases are seeking pre-approved vendors to provide Literacy and Dyslexia Endorsement professional learning services under MPA 603. Approved providers will deliver offsite, evidence-based training in the Science of Reading and Structured Literacy to help educators fulfill the proficiency requirements of the Right to Read Act. Vendor offerings must cover phonology, phonics, decoding, encoding, fluency, vocabulary, and comprehension, and providers must issue proof of completion to successful participants. Only onshore USA organizations previously pre-approved by RIDE as Literacy/Dyslexia Endorsement providers are eligible to bid. Non-approved providers may submit a provider application in December prior to responding. The Division of Purchases evaluates proposals on a pass/fail basis for inclusion on the qualified vendor list, and pricing is determined between the vendor and the user agency at the time of purchase. All questions regarding the solicitation must be submitted by November 9, 2026.
