On-Call Planning, Environmental, and Financial Services for San Luis Obispo

The City of San Luis Obispo is seeking statements of qualifications from qualified onshore US organizations to provide on-call planning, environmental, and financial services for its Community Development Department. The selected consultants will perform work onsite in San Luis Obispo, CA, covering land use entitlement and permit processing, special planning projects, CEQA compliance documentation, and financial feasibility and impact studies. The resulting contract term will last for five years. Submittals must not exceed 60 pages total and must include a signed letter of interest, key personnel and firm experience details, a work program narrative, a clear fee schedule, and at least three client references. The preferred submission method is electronically via BidNet Direct by November 30, 2026, at 3:00 PM PST, though applicants may alternatively submit five paper copies in a sealed envelope to the Department of Finance.
