Washington State Health Care Authority Request for Proposals for Fully-Insured Medical Plans Services

The Washington State Health Care Authority (HCA) is issuing this Request for Proposals to select vendors to provide up to three fully-insured medical health plans. Selected vendors will enter into a binding agreement to deliver identical health plan options and coordinated, high-quality care to non-Medicare Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) subscriber members. All contracted administrative services must be conducted offsite within the United States. Eligibility is restricted to onshore USA organizations that hold a Washington Unified Business Identifier, possess an Office of the Insurance Commissioner carrier license, and maintain NCQA full health plan accreditation and an AM Best rating of A- or better. Applicants must also maintain an adequate provider network, clinical management services, and an integrity program addressing fraud, waste, and abuse. Interested vendors must attend a pre-proposal conference on October 20, 2026, and submit a Letter of Intent to Propose by October 23, 2026, at 4:00 PM Pacific Time. Bidder questions are due in two rounds on November 6, 2026, and December 4, 2026, with final proposals due on January 14, 2027, at 4:00 PM Pacific Time. Contract work is scheduled to begin in October 2027.
