Vermont Agency of Digital Services Request for Proposals for Enterprise eSignature Solution

The Vermont Agency of Digital Services, through the Department of Buildings and General Services Office of Purchasing & Contracting, is seeking proposals to establish contracts for a cloud-hosted enterprise electronic signature platform. The solution must enable state personnel to create multi-document signature packages, route them to internal and external signers, and receive legally enforceable executed documents with complete audit trails. Work must be performed offsite at the vendor's office premises. Only USA organizations are eligible to bid. Proposals must be submitted electronically via a single email containing one digitally searchable PDF attachment under 40 MB to [email protected] by November 30, 2026, at 4:30 PM ET. Written questions must be submitted to the same email address by November 10, 2026, at 4:30 PM ET. Submissions must include the State of Vermont Bidder Response Form, technical response, references, price schedule, certificate of compliance, and required attachments.
