Town of Dover Request for Qualifications for Engineering, Architecture, and Surveying Services

The Town of Dover is issuing a Request for Qualifications to pre-qualify professional consultants for engineering, architecture, surveying, and construction engineering management services. The selected contractor will assist the Town with site analysis and planning, schematic concept development, preliminary and final design plans, contract documents, material evaluations, specification writing, building construction observation, and construction administration. Performance of the work will be onsite in Dover, NJ. Eligible onshore (USA organization only) firms must submit technical proposals detailing personnel qualifications, relevant experience from the past five years, and a cost fee schedule. Proposals require one original hard copy and one digital PDF copy on a CD, delivered to Town Administrator Dr. Edward Ramirez by November 20, 2026, at 12:00 p.m. Written questions regarding the RFQ must be submitted via email directly to the Town Administrator. The Town Administrator will evaluate proposals based on qualifications, experience, proposal completeness, cost reasonableness, and the best interest of the Town. The contract term is for one calendar year, running from January 1, 2027, through December 31, 2027.
