GENERAL INSTRUCTIONS

Carroll County Government is seeking proposals from onshore US organizations to provide mobile health services in Maryland. The selected contractor will deliver a coordinated, multi-service mobile model offering integrated clinical screenings for needs such as oral health, chronic disease, tobacco use, and behavioral health to improve rural care access. Performance of work will occur both onsite and offsite. Bidders must submit questions via the Public Purchase website at least five days prior to the bid opening, and a pre-bid meeting is scheduled for November 9, 2026. Proposals can be submitted digitally via email or online. The agency reserves the right to award the proposal within 60 days from the opening date, and contractors must maintain specified insurance coverage from companies authorized in Maryland.
