City of Cincinnati Disparity Study Update Services for Business Enterprises

The City of Cincinnati's Department of Economic Inclusion and Procurement is seeking written proposals from qualified consultants to design and conduct a disparity study. The selected vendor will determine if statistically significant disparities exist between minority-owned and women-owned business enterprises and other businesses performing on City contracts as prime contractors and subcontractors. The final report must identify the market area, explain the determination methodology, provide supporting summary data, and deliver statistical analysis across contract dollar value ranges. The contract term is for one year. Offerors must be onshore USA entities and submit their proposals signed by an authorized representative. Required submission materials include a company history narrative, details on organizational structure, key personnel qualifications, project management plan, and total employee counts. Proposals are evaluated based on data collection understanding, cost and budget, experience and expertise, personnel qualifications, project management plan, and compliance with industry standards. Questions must be submitted by November 20, 2026. Proposals are due electronically via the City's Bonfire portal by 3:00 PM ET on December 15, 2026.
