Library of Congress Microfilm Inventory Service and Holdings Record Creation

The Library of Congress requires microfilm inventory services to prepare and inventory Archival Master microfilm reels located in the Adams Building Microform Vault and other secure locations. The selected vendor must retrieve microfilm batches, create and update Holdings records (HREC), attach barcodes to the side of each microfilm box, and immediately report any water leak damage to library staff. Work will be performed both onshore and offsite, and eligibility is restricted to USA organizations registered in the System for Award Management (SAM). Applicants must submit a four-volume proposal covering technical approach, key personnel resumes, past performance, and pricing. The Library will award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the responsible offeror providing the best value based on a Best-Value-Trade-Off evaluation. Technical and key personnel factors will use confidence ratings, past performance will be assessed for risk, and prices across all ordering periods will be evaluated for fairness and reasonableness.
