Atlanta Regional Commission Federal Public Affairs Services RFP

The Atlanta Regional Commission seeks proposals from qualified firms to deliver federal public affairs services. The selected vendor will facilitate educational outreach, aid staff in congressional and executive engagement strategies, advise on strategic positioning during federal reauthorizations, develop issue management strategies, and handle legislative, executive, and judicial reporting. Eligible onshore USA individuals and organizations may submit proposals, and firms may collaborate to cover diverse political spectrums. Technical questions must be submitted electronically through the ARC procurement website by November 10, 2026, at 3:00 PM EST. Final proposals must be uploaded through the ARC procurement website by December 7, 2026, at 5:00 PM EST. Submissions must include firm qualifications, public agency experience, a budget using Exhibit B-1 or a comparable format, and any required certificates of insurance. ARC will evaluate written proposals and may create a short-list for interviews or award directly based on initial submissions. The contract term runs from March 8, 2027, through September 30, 2028, with options to renew for up to two additional two-year terms.
