Bulloch County Request for Qualifications for Professional Road Asset Management Services

The Bulloch County Board of Commissioners is seeking Statements of Qualifications from GDOT prequalified consultants to deliver professional road asset management services. The selected vendor will develop and implement a comprehensive program to manage county-maintained roadways and transportation assets, focusing on extending the useful life of pavements and signage, optimizing budgets, and improving safety and risk management. Only onshore USA organizations listed on the GDOT Prequalification List for the specified area classes are eligible to submit proposals. Prime consulting firms must employ at least 50% of the personnel delivering the offsite services. Applicants must submit questions by November 13, 2026, and file their responses digitally via email or online by November 20, 2026, at 3:00 PM EST. A proposal review committee will evaluate submittals using established scoring criteria to select the firm that offers the best interest to the County.
