Zone 7 Water Agency Municipal Advisory Services for Future Debt Issuances

Zone 7 Water Agency is seeking proposals from qualified consultants to serve as its sole municipal advisor for future debt issuances. The selected firm will provide municipal advisory services including analyzing outstanding water revenue bonds, updating debt management policies, conducting debt affordability analyses, developing financial models, advising on bond structures, and assisting with procurement for the financing team. Eligible proposers must be legal businesses authorized in California, registered with the SEC and MSRB, and possess at least five years of experience in municipal advisory services and California water or utility district debt issuance. Key personnel must also have at least five years of related experience. Proposals must include a technical submittal, key team resumes, three California utility references, case studies, a rate sheet, and an electronic pricing proposal. Questions must be submitted through the E-Procurement Portal by November 5, 2026, at 2:00 pm. Final proposals are due by November 19, 2026, at 2:00 pm via the OpenGov E-Procurement Portal. Evaluation is based on a two-step process totaling up to 102 initial points for written proposals, with optional interviews worth up to 100 additional points. The contract period is for one year.
