Maryland Health Benefit Exchange Eleven Labs Enterprise Subscription Renewal Procurement

The Maryland Health Benefit Exchange is seeking competitive sealed bids from onshore USA organizations for an Eleven Labs Enterprise Subscription Renewal. The selected contractor will provide an offsite, one-year subscription granting access to Eleven Labs products, including text-to-speech, speech-to-speech, speech-to-text, instant and professional voice cloning, agents, voice isolation, a speech engine, web application/API access, and enterprise music lite. Prospective bidders must register for a virtual pre-bid conference scheduled for November 16, 2026, at 1:30 PM EST, which is also the deadline for submitting questions. Bids must be submitted digitally via eMaryland Marketplace Advantage (eMMA) by December 1, 2026, at 11:00 AM EST. Applicants must submit a completed, signed, fully loaded Bid Form (Attachment D) without altering its structure, alongside agreement to the terms of the solicitation.
