City of Leander Pre-Qualification for Appraisals, Easements, and Right-Of-Way Services

The City of Leander seeks Statements of Qualifications from qualified onshore individuals, firms, corporations, or partnerships to establish a pool of pre-qualified professional service providers for appraisals, easements, and right-of-way services. Selected respondents will join a pre-qualified pool for a three-year agreement term and may be contacted for requests for proposals or selected directly for project-specific task orders on an as-needed basis. Applicants must possess proper licensing in Texas, including at least one registered professional Project Manager with at least five years of experience, and Right-Of-Way Agents certified with a Texas Real Estate Commission license or related credential. Questions are due no later than November 16, 2026. Applicants must submit their responses through the City's online portal by December 1, 2026, at 2:00 PM CT. Submittals must not exceed 35 pages and must include a Title Page, Letter of Transmittal, Table of Contents, proof of licensure, and required attachments such as the Reference Sheet, CIQ Form, and Professional Services Agreement Certification Form. Evaluators will score responses based on Relevant Qualifications and Experience (30 points), Proposed Staff (20 points), Available Resources and Location (20 points), Methodology and Approach (20 points), and Added Value (10 points).
