Rental Assistance and Legal Aid Program Administration Services

The City of Menlo Park seeks proposals from qualified service providers to administer rental assistance and legal aid services for qualifying low-income residents to support anti-displacement efforts. Selected providers will handle tenant intake, eligibility determinations, payment processing, program administration, and data collection, as well as offer legal aid such as educational resources, one-on-one consultations, mediation, and eviction defense. Applicants may apply individually or as a team, provided the proposal identifies a lead applicant responsible for service delivery and subconsultant oversight; eligibility requires onshore USA organizations. Vendors must submit questions through PlanetBids by November 13, 2026, and deliver proposals digitally by Friday, December 4, at 5:00 PM.
