Regulation Division Annual Renewal Process Operational, Technical, and Behavioral Assessment Service

The State Bar seeks a contractor to perform an operational, technical, and behavioral assessment of the Regulation Division's Annual Renewal Process. The selected vendor will examine operational workflows, licensee digital engagement, and technology systems, conduct licensee outreach, evaluate noncompliance penalty structures, and develop actionable improvement recommendations. Only onshore United States organizations are eligible to perform the offsite work. Applicants must email electronic proposals to [email protected] by 3:00 p.m. PST on November 30, 2026. Prospective bidders must submit questions to the same address by 3:00 p.m. PST on November 9, 2026. The evaluation follows a two-stage process reviewing written qualifications, service quality, and cost, followed by finalist demonstrations and interviews, with a five percent preference available for certified small businesses. The State Bar plans to award a consulting agreement with an initial term of up to one year starting in February 2027.
