City of Derby Strategic Plan Consulting Services

The City of Derby, Kansas, requests proposals from qualified professional consulting firms to assist in developing an updated City Strategic Plan. The required scope includes creating an organizational strategic plan with strategic priorities, implementation and performance measurement frameworks, and an optional add-alternate community survey featuring GIS mapping and benchmarking analysis. Only onshore USA organizations are eligible to bid. Proposers must submit all questions by November 18, 2026, and deliver final proposals by email to Hannah Baker or in a sealed envelope by 12:00 p.m. on December 16, 2026. Proposals must remain valid for 120 days, and evaluation will include a 20 percent weighting on the separate fee proposal and overall value.
