Strategic Assessment and Human Resources Administrative Support Services

The buyer seeks a consulting firm to provide an overall strategic assessment of the department's ongoing operations. Scope requirements include maintaining and updating HR connect state system data, coordinating hiring and onboarding paperwork, processing background checks, and serving as the primary liaison with the city's HR Department for personnel matters. The selected vendor will conduct an outside assessment covering strengths, weaknesses, opportunities, and threats, alongside a general comparison with peer agencies across the commonwealth. Only onshore USA organizations are eligible to apply, and performance will occur offsite. The buyer will hold a pre-bid meeting on November 12, 2026, and all questions must be submitted no later than November 13, 2026.
