Purchase of Standard or Certified Wetland Mitigation Bank Credits in Des Plaines River Watershed

The Lake County Stormwater Management Commission seeks sealed bids to purchase a minimum of 2.39 acres of standard wetland mitigation bank credits or a minimum of 1.59 acres of certified wetland mitigation bank credits. The credits must come from a U.S. Army Corps of Engineers or commission-permitted mitigation bank located in the Des Plaines River Watershed within Lake County, Illinois. Eligible bidders are qualified onshore U.S. wetland mitigation bank administrators. Bidders must deliver sealed packages marked “Wetland Mitigation Credits – Des Plaines River Watershed” to the commission’s Libertyville, Illinois office by 11:00 A.M. CST on December 2, 2026, containing the completed bid form, the mitigation bank permit, and documentation confirming credit availability. The buyer will award the purchase agreement to the lowest responsible bidder capable of providing the required acreage. The commission reserves the right to reject non-conforming or unconditioned bids, waive irregularities, and negotiate additional credit purchases at the awarded unit price.
