State and Federal Legislative Lobbying Services for the City of Austin

The City of Austin seeks qualified individuals or firms to provide professional legislative state and federal lobbying services. The selected contractor will monitor legislative developments, advise city staff, conduct policy analysis, pursue grant opportunities, and advocate on the city's behalf with government bodies and stakeholders. Performance will occur offsite, and eligibility is limited to onshore United States organizations. Offerors must submit questions via email by November 20, 2026, prior to 2:00 PM CST. Electronic offers must be submitted online through Austin Finance Online before December 1, 2026, at 2:00 PM CST, after which offer opening occurs at 3:00 PM CST. Proposals are evaluated on experience and qualifications (40 points), approach (30 points), price proposals based on monthly rates, and applicable local and small business preferences.
