Energy and Water Conservation Study for Ellington Apartments Redevelopment

The City of Portland seeks proposals for a campus-scale potential energy and water conservation study for the future redevelopment of the Ellington Apartments. The selected vendor must provide a broad, expert-led assessment focused on shared infrastructure, systems, and site-wide opportunities functioning at the apartment campus scale rather than detailed designs for individual buildings. The opportunity is open to onshore USA organizations. Proposers must submit an original PDF proposal not exceeding 12 pages via the City's Online Procurement Center SAP Business Network before 4:00 p.m. on November 12, 2026. The City will hold non-mandatory pre-submittal meetings on October 13, 2026, at 1:00 p.m. and October 22, 2026, at 11:00 p.m. via Microsoft Teams, and written questions are due seven days prior to the proposal closing date. Submittals are subject to qualifications-based selection evaluated on content completeness and quality. The successful proposer must submit proposed cost information within seven calendar days after the City issues the Notice of Intent to Negotiate and Award, as cost is not used in the initial evaluation.
