City of Portland Sidewalk Art Stencil Development and Installation Services

The City of Portland seeks a contractor to develop approximately four to eight sidewalk art stencils and secure PBOT permits and adjacent occupant notifications. The contractor will then install the sidewalk art at 20 to 45 city-identified locations, anticipated primarily in the Eliot, Powellhurst-Gilbert, and Hazelwood neighborhoods. Eligibility requires onshore USA organizations. Bidders must attend one of three mandatory virtual pre-proposal meetings on November 13, November 18, or December 1, 2026. Proposers must email questions to the single point of contact by December 4, 2026. Proposals are due through the City of Portland Bid Portal by December 11, 2026, at 4:00 p.m. Pacific Time. Submissions must adhere to a 20-page limit for specified sections and include a separate pricing proposal attachment providing a true estimated cost or fixed-price estimate.
