Homeless Assistance and Housing Support Programs Services

Stanislaus County seeks proposals from United States organizations to deliver Homeless Assistance Program and Housing Support Program services. The contractor will perform offsite work, including case management for homeless participants, Homeless Management Information System data entry, landlord outreach, credit repair and household budget education, and referrals for non-housing services. An optional pre-proposal conference will take place on November 18, 2026, at 3:00 P.M. via Microsoft Teams. Proposers must submit inquiries via the County e-procurement platform at least ten days before the closing date. Submissions are due January 13, 2027, by 2:30 P.M., requiring one electronic copy via the County vendor portal and one sealed hard copy delivered to Stanislaus County GSA Purchasing Division in Modesto, California. An Evaluation Committee will assess responses, starting with a pass/fail Phase I review for administrative completeness and deadline compliance. Proposals will then be evaluated across technical requirements and a 25-point pricing proposal and budget narrative submitted in a separately sealed envelope.
