Passaic County Youth Services Commission Comprehensive Plan Grant for Youth Services

The Passaic County Board of County Commissioners seeks proposals for the Youth Services Commission 2027-2029 Comprehensive Plan Grant to deliver comprehensive youth services offsite in Paterson, New Jersey. The selected vendor must provide programs designed to help youth stay engaged in schools, families, and communities and prevent entry into the youth justice system. Programming priorities include addressing chronic absenteeism, literacy issues, behavioral challenges, violence, and housing instability through services like mentoring, restorative conflict resolution, recreation, and tutoring. Eligible applicants are legally qualified organizations, including partnerships, that demonstrate organizational capacity, fiscal integrity, and target population experience. Applicants must also hold an onshore USA presence, a valid DUNS number, and an active SAM registration. Submissions must include the mandatory Annex B form detailing base and option year budgets, an implementation schedule, and relevant outcome forms. The initial contract runs from January 1, 2027, through December 31, 2027, with two optional one-year extensions.
