The City of Courtenay seeks a consultant to deliver a condition assessment, failure mechanism evaluation, risk assessment, and options analysis for the Lewis Park Dike. The selected vendor must provide an evidence-based assessment to support asset management decisions, risk management, capital planning, and future investigations. The scope excludes detailed rehabilitation designs, replacement concepts, flood modeling, and design-oriented geotechnical investigation programs. Only onshore Canadian organizations are eligible to participate, and performance of the work will occur offsite. Prospective vendors may submit proposals digitally by email or online. The buyer will pay approved fees on net 30-day terms based on monthly invoices submitted within 60 days of service performance.
