Douglas County Public Library Five-Year Strategic Plan 2028 to 2033 Services

Douglas County Public Library seeks a company or organization to facilitate the planning process for a new five-year strategic plan spanning 2028 to 2033, starting in January 2027. The selected vendor will conduct internal and external stakeholder interviews, administer and analyze a digital and paper community survey using the 2022 survey as a base comparison, analyze socio-demographic, economic, and housing characteristics, conduct up to three strategic planning workshops, deliver technical reports, create a 2028 implementation plan, and produce four annual evaluation reports from 2029 through 2032. Only onshore USA organizations are eligible, and businesses operating in Nevada must possess a valid Nevada State Business License. Vendors must email proposals and questions to Library Director Timothy DeGhelder by November 20, 2026. Evaluation criteria require proposals to address all RFP points, including cost information, a valid Nevada Business License, firm independence, extensive qualifications and experience, staff qualifications, client references, and a detailed work plan.
