Legislative Staff Classification and Compensation Study for the Legislative Council Service

The New Mexico Legislative Council Service seeks an onshore individual or organization to study and analyze the classification structure, salary ranges, and compensation-related policies for all year-round legislative staff. The chosen contractor will review current job descriptions, duties, titles, equity, and market factors, comparing positions with federal and state executive and judicial roles. Work will also include analyzing required educational qualifications, experience, and salaried versus hourly compensation designations. Offerors must perform all work offsite and submit their proposals digitally via email or online, including a signed letter of transmittal stating the proposal remains valid for 30 days after the submission deadline. Email submissions must include the subject line "Proposal for Legislative Staff". The agency will evaluate proposals based on established RFP criteria, seeking clarifications as needed without negotiating.
