RFI for Municipal Fees and Services Cost Recovery Analysis Services

The City of Thornton issues this Request for Information to gauge vendor interest and capability to analyze and compare current fees and services across multiple departments to other jurisdictions, excluding utility rates and fees. The buyer intends to inform a future Request for Proposals aimed at establishing a unified fee schedule, developing a cost recovery methodology, and conducting citywide cost and revenue analyses for general operations including Fire, Police, Parks, Recreation, and Golf. Eligibility is restricted to onshore United States organizations performing work offsite. Interested vendors must email additional questions to the designated Purchasing Analyst by November 30, 2026, at 11:00 P.M. Local Time. Complete responses, including a completed questionnaire and primary contact information, are due digitally by December 18, 2026, at 11:00 P.M. Local Time. The buyer will not make any contract award from this RFI.
