Special County Counsel for Specialized and Complex Litigation and Negotiations

The County of Monmouth seeks proposals from law firms licensed to practice in New Jersey to serve as Special County Counsel for specialized and complex litigation, negotiations, and related matters. The appointed counsel will handle legal research, issue advisory opinions, represent the County in assigned litigation across federal and state courts as well as administrative forums, and conduct seminars on civil commitment hearings upon request. The contract term covers January 1, 2027, through December 31, 2027, with offsite performance based at the vendor's office premises. Applicants must deliver sealed proposals labeled with the proposal title, number, and applicant details to Ms. Helen P. Fiore, Director of the Division of Purchasing in Freehold, New Jersey, by 10:30 a.m. on November 17, 2026. Submissions must include a Statement of Ownership, a Non-Collusion Affidavit, and documents listed under Heading A of the checklist, alongside proof of New Jersey business registration prior to contract award.
