San Diego County Assessor Replacement Commercial-Off-The-Shelf SaaS System

The County of San Diego Office of the Assessor/Recorder/County Clerk requests proposals for a turnkey, cloud-hosted Software-as-a-Service Assessor Replacement System. The contractor must replace the county's legacy mainframe, AS-400 system, and add-on applications with a proven Commercial-off-the-Shelf solution. The scope includes data migration, system configuration, integrations, training, hosting, maintenance, and support across the complete property assessment lifecycle. Eligibility is limited to onshore United States organizations performing work offsite. Offerors within the competitive range must agree to conduct multi-phased, in-person system demonstrations at a county-designated location. Submissions require narrative forms, client references, staff resumes, financial stability records, and litigation disclosures, with an unfavorable evaluation risk if references cannot be contacted.
