Impact Fee Facilities Plans and Impact Fee Analyses Study Services

Sandy City seeks a qualified professional consultant to update its impact fee studies through a two-phase engagement. The selected consultant will prepare Impact Fee Facilities Plans and Impact Fee Analyses along with supporting fee schedules, implementation materials, and layperson summaries. Eligible bidders are onshore USA organizations performing work offsite. Bidders must submit questions through Ion Wave by November 18, 2026, at 2:00 PM MT. Proposals, along with the signed Exhibit B and a Certificate of Insurance, must be submitted via Ion Wave by November 20, 2026, at 2:00 PM MT without cost information included in the proposal document. An evaluation committee will score submissions out of 100 points based on cost (30 points), past experience (20 points), firm qualifications and relevant experience (20 points), project management, schedule, and communication (15 points), and references (15 points).
