Employee Benefits Consulting and Brokerage Services for Springfield School District

The School District of Springfield R-12 seeks qualified employee benefits consulting and brokerage firms to serve as its strategic consultant and broker of record. The selected firm will deliver self-funded health plan management, pharmacy benefit consulting, compliance support, vendor procurement assistance, employee communications, and data analytics. Eligible offerors must demonstrate at least five years of benefits consulting experience, three self-funded public-sector clients, three K-12 clients with over 1,000 benefit-eligible employees, dedicated pharmacy and compliance resources, and actuarial support capabilities. The initial contract term spans one year starting July 1, 2027, with options to renew for four additional one-year periods. Offerors must submit questions by November 16, 2026, and upload complete proposals through the Ionwave e-bidding system by December 7, 2026. Evaluation criteria allocate points for experience, expertise, and qualifications (25 points), cost (20 points), past performance and references (10 points), and finalist interview innovation and cost management (10 points).
