City of Bellevue HR and Financial Systems Scoping, Planning, and Modernization Assessment

The City of Bellevue seeks proposals from onshore U.S. organizations to conduct an enterprise-wide human resources and financial systems scoping, planning, and technology decision assessment. The selected vendor will evaluate current systems, prioritize future capabilities, conduct a market assessment, evaluate modernization scenarios, and build an integrated phased procurement roadmap. Performance of the work will take place offsite. Applicants must demonstrate comparable public-sector experience and register on the City's Public Purchase vendor roster. All questions are due through Public Purchase no later than November 19, 2026. Proposers must file one searchable electronic PDF proposal with required signed forms to the Procurement Services office by 2:00 p.m. on December 03, 2026. The City will evaluate submissions on a 100-point scale covering scope of services, experience and qualifications, and budget reasonableness.
