Wastewater Flow Monitoring Equipment, Software and Services

The City of San Diego seeks proposals from onshore USA organizations to provide wastewater flow monitoring equipment, software, and services. The contractor will deliver Windows- or web-based software for real-time and periodic data processing, analysis, reporting, and remote meter access, including free compatible upgrades and enhancements. Performance of the work will be offsite under a four-year contract with four additional one-year renewal options. Interested proposers must submit questions by November 13, 2026, at 12:00 p.m. Proposals are due by December 4, 2026, at 2:00 p.m., submitted either as one original hard copy plus one electronic copy or electronically via PlanetBids with a completed, signed RFP signature page. An evaluation committee will score responsive proposals to determine best value, and the top three proposers scoring within seven points of the highest score must conduct a mandatory demonstration and oral presentation.
