Next Generation Enterprise Identity, Credential, and Access Management Prototype Other Transaction

The Defense Information Systems Agency seeks prototype Other Transaction solutions to modernize legacy enterprise identity, credential, and access management infrastructure. The effort requires a modular, cloud-hosted commercial off-the-shelf or software-as-a-service solution operating across environments and addressing Federated Identity Provider, Automated Account Provisioning, Master Entitlement Record, and Federation Hub core capabilities. Only onshore United States organizations may participate, and access to controlled attachments requires an active CAGE code, Unique Entity Identifier, and Joint Certification Program certification number. Interested vendors must email questions by November 13, 2026, and submit Solution Briefs to the DITCO OTA Team inbox by 5:00 p.m. CST on November 30, 2026. The evaluation gives preference to submissions demonstrating existing, reference-verifiable commercial capabilities and offering test licenses at no cost.
