Construction Manager at Risk Services for Estrella Civic Space Branch Library and Road Improvements

The City of Phoenix seeks a contractor to deliver construction manager at risk services for the Estrella Civic Space Branch Library and Road Improvements project. The contractor will perform preconstruction phase collaboration, reporting, and permitting support, followed by the construction of a new 12,000-square-foot branch library and half-street improvements near W. Lower Buckeye Road and S. 99th Avenue in Phoenix, Arizona. Only onshore U.S. organizations are eligible to bid, and bidders must incorporate certified Small Business Enterprise participation using required Letter of Intent forms. A pre-bid meeting will take place on November 17, 2026.
