City of Arcata Bike Share System Operation and Expansion

The City of Arcata seeks proposals from qualified onshore U.S. organizations to continue operating and expanding its community bike share program. The selected vendor must operate the existing 10-station, 50-bicycle system and expand it by adding two new stations and 10 electric-assist bicycles within city limits. Fleet bicycles must feature durable and adjustable designs, automatic lighting, bells, fenders, puncture-resistant tires, and tracking systems. The expected contract term runs for approximately three years from execution through December 31, 2029. Interested proposers must submit technical and cost proposals prior to December 3, 2026, at 4:00 p.m., following a question deadline of November 19, 2026. A City selection committee will evaluate proposals on a 100-point scale based on scope of work and project approach (40 points), cost proposal (30 points), qualifications, experience and references (20 points), and schedule of work (10 points). The award will go to the respondent earning the most points.
