Psychological Evaluation Services

The County of Mendocino Department of Social Services needs qualified, licensed mental health professionals or agencies to provide comprehensive psychological evaluation services for individuals involved with the Family and Children’s Services program. Requested services include psychological evaluations, bonding and attachment assessments, clinical observations, structured observations of caregiver-child interactions, psychological substance-use screenings, and expert witness testimony in juvenile dependency court. Only onshore, USA-based entities are eligible to bid, and contractor staff must hold an active California license as a Psychologist or equivalent. Bidders must submit proposals digitally via email or online by November 2, 2026, and submit all questions by October 11, 2026. Evaluators will judge proposals based on service capabilities, vendor experience, professional certification status, cost, and the specific criteria outlined in Attachment F. The contract term lasts for three years, and bidders must submit an itemized cost proposal featuring fixed prices for at least 90 days following the submission deadline.
