Flour Bluff Independent School District RFP for Self-Provisioning WAN Circuits and Service

Flour Bluff Independent School District is soliciting sealed proposals for seven Wide Area Network (WAN) circuits to deliver self-provisioning WAN circuits and WAN service over a third-party network in Corpus Christi, Texas. The district requires an initial operational bandwidth of 25 Gbps per WAN circuit with scalability to 100 Gbps per circuit. All new passive fiber infrastructure and electronics must support the 100 Gbps upgrade path, with itemized future upgrade costs provided. Proposers must deliver sealed proposals to Flour Bluff Independent School District by 10:00 AM CST on January 12, 2027. Mandatory bid submittals include signed forms, a Service Provider Identification Number (SPIN), proof of liability and workers' compensation insurance, an equipment bill of materials, optics budget, and itemized pricing. A mandatory pre-bid meeting is scheduled for November 16, 2026, and all questions must be submitted by December 8, 2026. Proposals will be evaluated on a 100-point matrix considering eligible cost, technical quality, vendor reputation and experience, district needs, and long-term cost.
