Comprehensive Social Services Consultant Services for Alpine County Health and Human Services

Alpine County Health and Human Services is soliciting proposals from qualified consulting firms to provide comprehensive social services consultant services. The selected contractor will support the county's CPS, APS, IHSS, and PG/PC programs through expert guidance, case evaluation, foundational and advanced staff training, quality assurance reviews, workflow assessments, and interagency collaboration support. Applicants must account for Alpine County's small population and rural, frontier geography when developing their proposal scope. Eligibility is limited to USA onshore organizations, and applicants may submit only one proposal per entity. Proposals must include a company profile, scope of work, budget with hourly rates and business expenses, a budget narrative, a conflict of interest disclosure, a debarment statement, and proof of required insurance including Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability. Responses may be submitted digitally via email or online, or via physical submission of one signed original and two copies; fax and postmarks are not accepted. The contract term runs from January 1, 2027, through June 30, 2030, with options for two 1-year extensions. Proposals will be evaluated on completeness, coverage of all five distinct county communities, and other criteria, with the County reserving the right to award based on criteria other than price.
