Town of Dracut Annual Census and Confirmation Post Cards Services

The Town of Dracut is soliciting quotes for 2027 Annual Census and Confirmation Post Cards services for approximately 15,000 households. The selected vendor must convert the Massachusetts State Voter Registration Information System (VRIS) database to a data file, process National Change of Address (NCOA), perform CASS-certified mailings, print, fold, stuff, and deliver materials to the post office using their own bulk mail permit. Offsite performance is required, with census delivery set for December 30, 2026, and confirmation cards set for May 10, 2027. Eligible bidders are USA-based onshore organizations with at least two years of experience providing these services to other municipalities.
