City of Fowler On-Call Engineering Services for Federally Funded Transportation Projects

The City of Fowler invites qualified consulting firms to submit Statements of Qualifications to provide on-call engineering services for federally funded transportation projects. Work will be performed on an as-needed basis through individually authorized task orders. The scope includes transportation planning, environmental studies, complete streets projects, traffic engineering, design surveys, construction management, grant administration, and other transportation-related professional services. Eligibility is limited to onshore USA organizations. Statements of Qualifications must be submitted electronically through PlanetBids no later than December 7, 2026, at 2:00 p.m. Pacific Time. Questions regarding the opportunity must be submitted no later than November 27, 2026, at 2:00 p.m. Proposers must submit a concise technical SOQ of at most 30 pages, required LAPM forms, and a separately submitted cost proposal. The City will select vendors using a qualifications-based process and will negotiate costs only after ranking firms.
