Comprehensive Strategic Plan, Conference Center, and Entertainment District Services

The Downtown Columbia Community Improvement District (CID) is seeking a qualified consulting team to execute a Comprehensive Strategic Plan, advance plans for a regional Conference Center, and explore entertainment district models. The scope includes conducting a downtown assessment covering economic baselines, events, public realm, public safety, and funding strategies. Performance of the work will occur offsite. Only onshore USA organizations licensed to conduct business in the State of Missouri are eligible. Questions must be submitted in writing to Kathy Becker by November 20, 2026, at 5:00 PM CT. Final proposals must be submitted digitally via email by December 7, 2026, at 5:00 PM CT as a single PDF not exceeding 30 pages. Proposals must remain valid for 120 days. Compensation will be paid in installments tied to written acceptance of deliverables, with ten percent withheld as retainage.
