Hillsborough County Department of Corrections Web-Based Learning Management System

The Hillsborough County Department of Corrections is soliciting proposals from qualified onshore US organizations to provide a web-based learning management system (LMS). The solution must support employee training, compliance, professional development, course tracking, certification management, and reporting, with specific training materials focused on public safety or corrections. The contract term is three years, and work will be performed offsite. Only US organizations are eligible to bid. Bidders must submit sealed proposals in duplicate by mail or in person to the Office of the Superintendent in Manchester, New Hampshire, by 10:00 AM EST on December 4, 2026. Fax and email submissions will not be accepted. Bidders must submit all questions by November 18, 2026, and notification of attending a mandatory in-person or virtual meeting will occur on November 2, 2026.
