San Miguel County Request for Proposals for Housing Action Plan Services

San Miguel County is requesting proposals from qualified firms or consultants to develop a comprehensive Housing Action Plan. The selected contractor must perform the work offsite from their USA-based office premises, executing a literature review, data analysis, public outreach and engagement, and baseline components compliant with C.R.S. § 24-32-3705 and state statutory requirements. Eligibility is restricted to onshore USA organizations. Interested vendors must submit written questions by November 2, 2026, at 4:00 PM MST via email to Drea Araiza. Complete electronic proposals are due by December 1, 2026, at 4:00 PM MST and must include a signed transmittal letter, staff experience, up to three sample projects, an exceptions statement, and an itemized project budget. Proposals will be evaluated based on company qualifications and personnel capacity (20 points), understanding of requested work (20 points), task approach and scheduling (30 points), and the cost proposal (30 points).
