Bulloch County Seeking Statements of Qualifications for Airport Consulting and Planning Services

Bulloch County is seeking a qualified aviation consulting firm to provide professional airport planning services in connection with the Airport Capital Improvement Plan at the Statesboro-Bulloch County Airport in Statesboro, Georgia. The selected consultant will enter into a multi-year Master Agreement for a five-year period, negotiating individual sub-agreements for specific project assignments. Scope items include preparing funding applications, environmental assessments, Airport Layout Plans, design, bidding, construction administration, and airfield infrastructure improvements. Eligible applicants must be based onshore in the USA and hold current pre-qualification by the Georgia Department of Transportation in Aviation Planning Services (Area Class 1.08 Airport Master Planning). Submissions must include one original, four copies, and one digital copy of a Statement of Qualifications under 30 pages, along with mandatory forms including Non-Collusion, Respondent's Declaration, Contractor, and Subcontractor affidavits. Price proposals are not required at this time. Questions must be submitted via email by November 6, 2026, at 5:00 PM, and final proposals are due by December 3, 2026, at 2:00 PM.
