City of Rochester Request for Proposals for Drug and Alcohol Testing Program Services

The City of Rochester is seeking proposals from qualified consultants to provide full-service drug and alcohol testing program services. Scope includes employee compliance, pre-employment testing, DOT FMCSA-compliant testing for CDL holders, reasonable suspicion testing, 9-panel police pre-employment testing excluding THC, on-site collection, MRO services, chain of custody management, and substance abuse policy and training support. The project requires offsite performance by USA-based organizations. Proposals must include proof of liability insurance, a table of contents, and an authorized signature, with additional evaluation points available for meeting MWBE and workforce goals.
