Cloud-Based Archival Records Management System for Colorado State Archives

The Colorado Department of Personnel & Administration is seeking a cloud-based archival records management system for the Colorado State Archives. The vendor must supply a cloud-hosted, fully managed platform capable of handling at least 8 million catalog records with room to scale, featuring a public-facing search portal, quality assurance draft ingestion, dynamic and static list creation, and comprehensive filtering capabilities. Performance of the work will be offsite, and eligible vendors must be onshore within the USA. The contract period is one year. Questions must be submitted no later than November 6, 2026. Sealed proposals are due by December 4, 2026, at 3:00 PM Mountain Time and must be submitted digitally in a single zip folder via email to [email protected]. Submissions must include a signed cover sheet, executive summary, W-9, responses to Exhibit B questions, and a separate cost proposal document with no pricing mentioned elsewhere. An Evaluation Committee will review proposals based on mandatory qualification requirements on a Met/Not Met basis, technical factors, price, and overall value to determine the offeror most advantageous to the state.
